In November 2007, Bishop Malcolm joined Bishop Don in relinquishing his licence to the ACoC and receiving a licence from Archbishop Gregory Venables and the Anglican Province of the Southern Cone of South America. In June 2009, Bishop Malcolm stepped down as suffragan bishop, and is now retired.
Bishop Malcolm was Bishop of Brandon when he retired from the Anglican Church of Canada in 2001 after 30 years of ministry.

In addition to his theology training, Bishop Malcolm holds a master's degree in social work and continues to offer counseling in Brandon on a part-time basis. After retiring from the ACoC, he served as the Ambassador for Anglican Renewal Ministries (ARM), traveling across Canada to promote renewal in the church.
